Scott is a seasoned independent Senior Environmental Specialist with more than 40 years experience in environmental and socioeconomic due diligence assessment, environmental and social impact assessment, sustainability assessment, natural resource and environmental management, regulatory management, strategic planning, environmental auditing, and environment institution capacity building and training in the transportation, energy and mining sectors. He has provided senior level environmental advisory services to various levels of government, as well as to the World Bank, International Finance Corporation, Asian Development Bank, and European Bank for Reconstruction and Development, and environmental and regulatory management advice to private sector developers. 

 

He has travelled to and completed environmental assignments in Albania, Australia, Azerbaijan, Benin, Bosnia Herzegovina, Canada, China, Estonia, Ghana, Indonesia, Kyrgyzstan, Laos PDR, Liberia, Nepal, Pakistan, Papua New Guinea, Russia, Samoa, Solomon Islands, Thailand, Uzbekistan and Zambia.

 

He is a qualified ISO9001 and ISO14001 Lead Auditor, Fellow of the Environmental Institute of Australia and New Zealand, former Vice President of EIANZ’s South East Queensland Division, former Chair of EIANZ’s SEQ Policy and Practice Committee, and a Certified Environmental Practitioner – Impact Assessment Specialist. He is also a Registered Professional Biologist (College of Applied Biologists of British Columbia), Professional Biologist (Alberta Society of Professional Biologists), and a certified Environmental Professional (Canada).

 

Scott is also an Adjunct Professor in the University of Queensland’s School of The Environment, a former Griffith University Industry Mentor, a former Chair of the Transportation Association of Canada’s Environment Council, and a former Adjunct Professor in Simon Fraser University’s School of Resource and Environmental Management.  

 

He has a bachelor of science degree in biology / ecology from the University of Victoria, and a master of natural resource and environmental management degree from Simon Fraser University. 

 

Scott has demonstrated his considerable environmental and social expertise on large transportation infrastructure and energy projects. He has been the Senior Environmental Specialist on rapid transit, airport, marine terminal, highway and bridge projects in the transportation sector, and hydropower, solar and thermal power, pipeline and transmission line projects in the energy sector. His expertise as an environmental and natural resource management specialist also extends to mining and mineral processing projects.
